Monthly Children's Month!


The 2025 National Children's Month celebration in the Philippines, themed “OSAEC-CSAEM Wakasan: Kaligtasan at Karapatan ng Bata, Ipaglaban!”, focuses on ending Online Sexual Abuse and Exploitation of Children (OSAEC) and Child Sexual Abuse or Exploitation Materials (CSAEM), while fighting for the safety and rights of children. This theme highlights the urgency of protecting children from digital threats and exploitation that are increasingly prevalent in today’s connected world. The celebration underscores the collective responsibility of the government, communities, and families to safeguard children's dignity and welfare in both physical and online spaces.



The Philippine government has instituted a strong legal framework to protect children's rights and welfare. The Constitution mandates special protection for children from neglect, abuse, and exploitation. Republic Act No. 7610, known as the Child Protection Law, criminalizes various forms of child abuse, including sexual abuse, exploitation, and child labor under hazardous conditions. Complementary laws such as Republic Act No. 9262 provide protection against violence within family settings, ensuring children's safety in all environments. The government has also institutionalized programs like the Makabata Program, a unified national commitment involving multiple agencies and civil society groups to protect children actively.


The government's efforts are also focused on innovative measures to address emerging issues such as cyber safety and digital exploitation. Local government units conduct seminars on cyber safety and cyber security for barangay councils to prevent children from becoming victims of OSAEC and CSAEM. The Commission on Human Rights and other agencies engage in systemic reforms to enhance child protection in digital spaces, affirming every child's right to grow up safe and free from exploitation and abuse. The active involvement of parents and community members is crucial in this multi-sectoral approach to protect, educate, and empower children against online and  offline threats.



In conclusion, the 2025 National Children's Month celebration not only raises awareness about the growing issue of online sexual abuse and exploitation but also reflects the government's comprehensive legal and policy framework aimed at the holistic protection of children’s rights. While challenges remain in enforcement and cultural shifts, the combined efforts of the government, civil society, and communities represent significant progress in ensuring the safety, dignity, and rights of Filipino children in this digital age.
